Civil nuclear safety equipment refers to mechanical and electrical equipment that performs all nuclear functions in civil nuclear facilities. From 1992 to 1993、 the National Nuclear Safety Administration、 together with the then Ministry of Machinery and Electronics Industry and the Ministry of Energy、 jointly issued the "Regulations on Safety Supervision and Management of Civil Nuclear Pressure Equipment" (HAF601) and the "Implementation Rules for Safety Supervision and Management of Civil Nuclear Pressure Equipment" (HAF601/01)、 officially incorporating the quality supervision of nuclear pressure equipment into the scope of nuclear safety supervision. At this time、 the regulatory scope is limited to pressure equipment in nuclear safety machinery and equipment、 and does not include non pressure nuclear safety equipment and safety level electrical and instrument control equipment. China's nuclear safety regulatory system is basically derived from the International Atomic Energy Agency、 but the International Atomic Energy Agency does not have corresponding regulations for nuclear equipment quality supervision. The reason why China established a corresponding quality supervision system for nuclear equipment at the beginning of the development of nuclear power is that achieving the localization of nuclear equipment is a major measure of the national policy of "actively developing nuclear power" and improving independent innovation capabilities; Secondly、 due to the special management and institutional environment in the development of China's industrial system、 the quality of nuclear safety equipment manufacturing is a weak link、 and it is not yet suitable for the higher requirements for the quality of nuclear safety equipment manufacturing. In order to further strengthen the supervision of equipment quality and accumulate experience in the implementation of the "Regulations on the Safety Supervision and Management of Civil Nuclear Pressure Equipment"、 the State Council issued the "Regulations on the Supervision and Management of Civil Nuclear Safety Equipment" (Order No. 500 of the State Council) on July 11、 2007. In order to cooperate with the implementation of this regulation、 the National Nuclear Safety Administration officially issued four departmental regulations on nuclear safety equipment on January 1、 2008: "Regulations on the Supervision and Management of the Design、 Manufacturing、 Installation、 and Non destructive Testing of Civil Nuclear Safety Equipment" (HAF601)、 "Regulations on the Qualification Management of Non destructive Testing Personnel for Civil Nuclear Safety Equipment" (HAF602) Regulations on the Qualification Management of Welders and Welding Operators for Civil Nuclear Safety Equipment (HAF03) and Regulations on the Supervision and Management of Imported Civil Nuclear Safety Equipment (HAF604). The promulgation of the Regulations on the Supervision and Management of Civil Nuclear Safety Equipment is of great significance in the context of the rapid development of nuclear power. The Regulation on the Supervision and Management of Civil Nuclear Safety Equipment aims to standardize and effectively supervise and manage the design、 manufacturing、 installation、 and non-destructive testing activities of civil nuclear safety equipment、 ensure the quality of civil nuclear safety equipment、 and eliminate nuclear safety hazards from the source of the equipment. The Regulations on the Supervision and Administration of Civil Nuclear Safety Equipment endow the nuclear safety regulatory department of the State Council with the functions of comprehensively implementing nuclear safety equipment supervision、 clarifying that the scope of supervision has expanded from the original nuclear pressure equipment to nuclear safety equipment、 including nuclear safety machinery and electrical equipment、 and the scope of supervision has extended from domestic units to external units、 from the original management of physical units to the management of individual personnel、 The regulatory measures are mainly achieved through the following systems: (1) the qualification license management system for domestic civil nuclear safety equipment activities; (2) the supervision and inspection system for civil nuclear safety equipment activities; (3) The registration system for overseas civil nuclear safety equipment activity units (4) the safety inspection system for imported civil nuclear safety equipment (5) the qualification licensing system for special process personnel. The "Regulations on the Supervision and Administration of Civil Nuclear Safety Equipment" stipulate that domestic design、 manufacturing、 installation、 and non-destructive testing units with corresponding technical level and quality management capabilities should obtain a license before engaging in activities related to civil nuclear safety equipment、 This is the prerequisite and foundation for ensuring the quality of nuclear safety equipment. In addition、 the "Regulations on the Supervision and Management of Civil Nuclear Safety Equipment" also emphasizes the important role of civil nuclear safety equipment standards in the development of nuclear power and equipment localization in China、 clearly requiring the establishment and improvement of China's own civil nuclear safety equipment standard system、 and combining with the current situation in China、 clarifying the responsibilities and division of labor of relevant departments in the formulation of nuclear safety equipment standards
